Agriculture Secretary Emmanuel F. Piñol speaks with the local chief executives of Isabela during Tapatan Forum and Consultation on May 9, 2017 at Faustino Dy Coliseum, Cauayan, Isabela.  Piñol encouraged the municipal mayors to implement programs to empower their people. He also asked them to help the National Government in protecting the Benham Rise, renamed recently as Philippine Rise.
