Nemencio Concepcion, from San Ildefonso, Bulacan, leads the 23 Outstanding Farmers and Fisherfolks for the year 2017 awarded at the Malacañang Palace on April 5, 2018. Mang Neming, who was adjudged Outstanding Rice Farmer, was chosen because of his best practices in his integrated farm devoted to the production of aerobic rice, vegetables, and fruit trees.
