Malaki ang hinanakit ng mga magsasaka ng niyog dahil sa pagbagsak ng presyo ng kopra at sa kanilang paniwala ay pinababayaan sila ng Department of Agriculture.
Para po sa kaliwanagan ng mga issue, gusto ko lang pong linawin na nagsimula po bumagsak ang presyo ng niyog noon pang patapos ang taong 2017.
Ang dahilan po nito ay ang pagbagsak ng presyo sa World Market, isang bagay na walang magagawa ang gobyerno.
Noong panahon na yon, wala pa sa ilalim ng Department of Agriculture ang Philippine Coconut Authority. Ito ay inilipat sa ilalim ng DA noon lamang September 2018.
Noon pong June 2018, maski hindi pa sa ilalim ng DA ang PCA, gumawa na po ang DA ng rekomendasyon upang matugunan ang problema ng pagbagsak ng presyo.
Iminungkahi ng DA na isama sa State of the Nation Address ng Pangulo ang direktiba na itaas mula 2% papuntang 5% ang coconut oil content ng bio-diesel upang mabawasan ang oversupply ng copra sa local market.
Hindi po kami nagtagumpay.
Noong mailipat sa DA ang PCA noong September, muli kaming naghain ng mga mungkahi sa Economic Cluster sapagkat ang mga mungkahi na ito ay kailangan ng endorsement nila para sa Pangulo.
Kasama sa mga recommendation na ito ay ang mga sumusunod:
1. Support price of P30/kilo for copra to be bought by government -owned coconut oil mills. Sinabi ng CIIF-OMG na hanggang P20 kada kilo lang talaga ang kaya nilang ibayad kasi wala naman silang subsidy na tatanggapin sa gobyerno.
2. Increase from 2% to 5% of the coconut oil content of the bio-diesel because this would use up 200,000 metric tons of coco oil and ease the oversupply. Ang mungkahing ito ay tinutulan ng mga Oil Industry Players dahil tataas daw ang presyo ng bawat litro ng krudo ng P0.35. Ang hindi nila sinasabi na mas hahaba ng 30% ang takbo ng sasakyan na gumagamit ng Bio-Diesel at magiging mas malinis ang hangin.
3. Impose a ban or reduction of Palm Oil imports which adversely affected copra prices. Ang pag-ban ng importation ng isang produkto ay hindi saklaw ng kapangyarihan ng DA kaya ito ay ini-rekomenda natin para desisyonan ng economic cluster.
All of these recommendations were submitted again and again by the DA, especially after the PCA was transferred under the DA in September.
However, no action was taken whatsoever.
There is very little the DA can do with copra prices except come up with temporary programs like promoting the consumption of Buko and promoting Coconut Oil in Eastern Europe.
Meron din kaming pinapatupad na programang loaning para sa mga asosasyon ng mga magniniyog para mabili nila ang copra ng kanilang mga miembro, pati kapital para makabili ng sarili nilang truck.
Lahat po ng ito ay pansamantalang solusyon lamang sapagkat malalim po ang problema ng coconut industry.
Kailangan natin baguhin ang industriya na umaasa lamang sa copra at turuan ang mga magsasaka ng niyog na meron pang ibang produkto na puedeng gawin sa niyog.
We are awaiting for the release of the Coco Levy Fund so that we could establish village-level processing centres and start the transformation of the coconut industry from a copra producer to high-value coconut products processor and manufacturer.
In the meantime, we are working on the lifting of the law which bans the export of mature coconuts even as we are finalising the documents needed to export green coconuts to the US and Eastern Europe.
We are doing everything we could to address the situation but we need the support of our fellow workers in government.
We cannot do this alone and I believe it is unfair that we should be bashed and blamed for a problem which is a result of decades of neglect by previous administrations.
I cannot promise you that the problem will end tomorrow or next week but I would like to assure you that there is no day that passes without me thinking of ways to help you.
After all, just like you, I also grow coconuts in my farm.
I am a coconut farmer who is also hurting because of the low prices, just as you do.
