Bulacan Governor Wilhelmino M. Sy-Alvarado receives the P4-million cash prize and a trophy during the awarding ceremony of the 2016 Rice Achievers Awards on May 23, 2017 at the Philippine International Convention Center (PICC) in Pasay City.  For the fourth consecutive years, the province of Bulacan was named as one of the seven Top Rice-Producing Province.  The provinces of La Union, Pangasinan, Nueva Vizcaya, Nueva Ecija, Lanao Del Norte and Compostela Valley also hailed as Top Rice-Producing Province for 2016. ### (Photo by Ardy Tompong, DA-AFID)
